Can I read this book without reading the two books before it?

In my country, the first two volumes have not been translated and only this book is available, and I don't know if I will get confused by reading it or not?

Yes, you can. Only mentions a few character at one part but not central to the book. Loved it!
Absolutely - all of her books that I have read (which is most of them) can be read standalone
