What ideas are considered 'good'? What should be tossed? How can you develop ideas into a story?

Okay I mainly made this because...

Should I write this? It's not written that well (I don't think) as it is presented here but the idea is very good in my head (to me anyway).

(view spoiler)[The head of the Chartreux family, an extremely rich and powerful family and the founders of Bridgeport, is murdered in cold blood while he lay asleep in his bed.

The town's police force investigates the case for weeks, until finally they discover a clue. Tucked into one of the old books in the Chartreux Mansion's grandiose library, they find Master Chartreux's handwritten will. Scribbled on the back is several random codes and the name Oliver Laney, a policeman. He instantly becomes a suspect, but there is nothing they can do to prove him guilty.

They then contact Charlotte Chartreux, old Master Chartreux's estranged only child. Upon learning of her father's death, she flies out to Bridgeport, Connecticut with her closest friend and associate, Florence Eddie. Charlotte is immediately given all contracts and deeds that her father had in his study, inheriting the whole of the Chartreux fortune, as she is the last remaining descendant (aside from some cousins that were not included in the will).

The police eye then falls on Master Chartreux's former staff, and his butler Frederick Rogers most of all. According to the town's records, the Rogers family has been working with the Chartreuxs since the founding of Bridgeport.

The police have no evidence for neither Oliver nor the mansion's staff, but there's no other explanation. Little do they know, something much more sinister is going on. (hide spoiler)]

I think any idea is a good idea. Even if its just one word or a phrase or quote or a picture. All of it is a good idea.

If you picked up a book and read that on the back, what would you think?

Well, I'm not much for detectives or mysteries but it does seem rather interesting

Neither am I, which is why I'm slow to start it. It's literally based off of a Sims playthrough I did once.

ah well the idea is interesting either way it certainly shows promise

Sims? That game on like PC and stuff where you make a person and have them do stuff?

Yes. Idk why I just had a butler and then ??? and then I made a story idea

Good or not, that's flexible. Honestly, I'm not sure there's any parameter for idea. There's alot of really great ideas that turn into crap stories, and also boring repetitive ideas people use all the time that turn into amazing stories.

The question is, how to develop that idea from raw (or, I usually call it 'bunny') into something that hits certain audience. (coz, you can't please everybody, that's for sure)

I wasn't actually asking those questions, lol, they were just sort of an opening for the discussion topic, but I do like your answers.
