What's the Name of That Book??? discussion

YA Fantasy, dystopian, armies, rulers and magic . Read in 2018. Young Orphaned Female girl with newly discovered powers, needs some sort of blood shot every time she exhausts her powers?

She (I think her name starts with e) falls in love with a boy called Willem and meets another older I think ex general called talon, who was a drunkard and the book starts with a description of him being drunk and dizzy and of the sorts talking about his wife?
It also starts by showing the female leads family village getting burnt down and her brother sacrifices himself to help her escape.

The country is commanded and controlled by this voice that tells people what to do through these spheres everywhere. Their goal is to find the source of the voice and who runs everything and change society. She uses her powers and needs these special shots to counteract her powers, and she stole these shots from somewhere. She has a scene where she uses so much against a bunch of people that she floats, has a nosebleed and then passes out, where they had to use one of said shots or blood I don't remember.

I'm fairly sure its a series? eventually Willem and the female lead split off with their different goals in mind, Willem goes to a seaside city and meets Dahlia/Dalia who is the harbour captains daughter and falls in love with her.
the female lead is being hunted by lots of people, were introduced to a character called the Worm who had tattoos all over his body and supposedly never speaks and is a great fighter for the opposing side.
Further along in the story she goes on a boat trip and I remember she was with the worm and they fall in love.
In the end of the book series(?) its discovered that the worm is the son of talon. and the ruler of the country is in a chamber where her body is constantly running its blood through something and she's in pain and been in pain for years, sacrificing herself. This woman -the ruler of the country- is actually talons wife I think and she's close to death and the female lead is asked to take her place, and the worm says he will stay with her and its discovered that she has to do it alone forever.

It's strange, and sounds like some mad fever dream but I remember reading this book off kindle unlimited back in 2018, I've tried going back through my accounts old downloads but I cant find it. If you need any details I'm missing, let me know, I'm so desperate to find this book again.
