Well, it was smart to keep the info from Sam. Otherwise, she would demand that they report Peter's whereabouts to her every day, and she would probably be working behind the scenes to nail him. Did Gonzo say how they were keeping track of Peter? If he was bugging Peter's phone or tracking his car, he would need the judge's signature. I don't see that happening since he was out on the streets with no actual charges against him.
I was not surprised. They knew he was a threat and weren't taking chances. @Robin - there is no indication in the book of how they kept track. It's a plot hole.
They would have to keep the info from Sam; I did not think about how they were keeping track of Peter. Maybe a PI??
