I remember the plot involved a young boy falling into nuclear waste and gaining the power of telepathy. He learns his crush is a psychopath who nearly drowned a little girl. She was a lifeguard and the book was set near a beach.

SPOILERS:
The book ends with him finding out his grandmother is also telepathic and he gets lost in a web of her thoughts.
I do nit remember the cover. I read it around 2005.
