Has anyone read this book and can tell me the title and/or author? I read this book a couple of years ago, so it's a newer book, but there may have been a book or movie similar to this plot that was written a long time ago (that's NOT the one I'm looking for!).

Post-hypnotic suggestion, eh? (Or as the lovely tvtropes puts it: "http://tvtropes.org/pmwiki/pmwiki.php...")
Sheri--the old movie you are thinking of is Telefon, starring Charles Bronson. It was a cold war spy thriller. There are a bunch of others that are similiar (think Manchurin Candidate, et. al.) and based on various books. Don't know the particular one you want, but thought I'd offer up those 2 movies for you. :o)
Sounds a lot like Storm Warning by Dinah McCall (AKA Sharon Sala). It was originally published in 2001, but being a MIRA book may have been re-released at least once since then.
I looked up Manchurian Candidate and it is similar to that plot, however it's not the government or military involved. The people being hypnotized are normal civilians! And now if I'm remembering correctly, the main character who is trying to discover the source of all this mayhem (the hypnosis wasn't quite so effective on him!) mentions The Manchurian Candidate, maybe the quote used by the doctor was taken directly from that book?!?! I now remember wanting to see The Manchurian Candidate shortly after reading this book BECAUSE it was mentioned in this book that I can't remember the title of!!!! Thank you to all who offered their suggestions, but unfortunately it was neither False Memory (which I have read) or Storm Warning. Hopefully my further clarifications will garner some further suggestions!!!
