Yes, it was--I think I remember it from when I was a kid, and that was in the fifties. The author was Ralph Moody, I believe.
"Little Britches" was more of a chapter book than a picture book, and it seems like it was set in Colorado, though maybe not in the mountains.
Your description reminds me of Cowboy Small by Lois Lenski but it wasn't published until 1980 or so.Good luck! : )
