The Cops: Seeing as these racers are extremely cautious even while racing, these cops have grown rather lazy. They haul in the least amount of racers in the state and are totally fine with that. A few of them are trying to turn it around but they need a lot of help before they can claim any titles in the state.
The Others: Well, these guys are retired racers and any one else associated with the business but not in it. Racers can retire in this county after having served 20 years racing in this county. They have the lowest amount of years required to retire.
