Katherine, head of Hufflepuff, posts this flyer in the Great Hall. It states:

As most of you know, Lucius Malfoy has been released from Azkaban, and rumors of a Death Eater rising have been made. No one knows yet, if they are true or false, but safety precautions are being made, and the Order of the Phoenix has been recomenced. Anyone wanting to join in the possible war of the Death Eaters may sign up, and train to fight.

Keep in mind that the rising of Lucius Malfoy and the Death Eaters is just a rumor.
