This one might be a little bit tough. Suggestions would be appreciated.
Off the top of my head, I know that Burned by Ellen Hopkins takes place in Nevada. If you haven't read her stuff before, this is a good one to start with as it's not as gut-wrenching as some of her other books.

Actually, most of Ellen Hopkins's books take place in Nevada (she's from there). The Crank trilogy (Crank, Glass, Fallout) takes place in Reno.
The Lorien Legacies (I am Number Four, The Power of Six) also fits. You could also say that at least half of the dystopian fiction out there is based on oppressive gov't conspiracy...

Definitely conspiracy in this one..among lots of other things. I really recommend this one!
