This one might be a little bit tough. Suggestions would be appreciated.
Off the top of my head, I know that Burned by Ellen Hopkins takes place in Nevada. If you haven't read her stuff before, this is a good one to start with as it's not as gut-wrenching as some of her other books.

I really enjoyed Stuck on Earth by David Klass. Actually, most of Ellen Hopkins's books take place in Nevada (she's from there). The Crank trilogy (Crank, Glass, Fallout) takes place in Reno.
The Lorien Legacies (I am Number Four, The Power of Six) also fits. You could also say that at least half of the dystopian fiction out there is based on oppressive gov't conspiracy...
Finished Insurgent and Missile Mouse #2: Rescue on Tankium3 today and they both stories were built around conspiracies. Missile Mouse was a bonus read for my son, but came in handy for this challenge.Points: 3

I read Something Strange and Deadly.Definitely conspiracy in this one..among lots of other things. I really recommend this one!

Guardian of the Gate by Michelle ZinkThere are multiple conspiracies against Lia and the sisterhood in this installment.
Just finished Code Name Verity by Elizabeth Wein, which definitely has some WWII conspiracy in it. Fantastic book.
Prodigy by Marie Lu oh what a conspiracy! Also just finished God Save the Queen by Kate Locke conspiracy in a steampunk setting.
