Bold of you to assume "performance" is well understood, measured and tracked. I think it's important to define your terms. Is a finance manager with impeccable accuracy and timeliness but who is a jerk or who creates unsustainable or intractable processes that will blow up as soon as they leave the desk actually "top performing"?
