“Scapegoating worked in practice while it still had religious powers behind it. You loaded the sins of the city on to the goat’s back and drove it out, and the city was cleansed. Because that way, when you encounter difficulties, you won’t only tackle the problem from the point of view of an engineer. Anybody can do that. You will be able to look at it as a scientist, a philosopher, an artist, and choose the best course of action from there.”
