I remember finding this hilarious and irritating when I read it. A large part of the point of description is to set atmosphere, perhaps deploy some symbolism that help develop the themes of the story. It shouldn't be to help the reader create a picture in their head of the physical surroundings. Saying "it's Gothic" might make the reader picture some crumbling stone walls, but doesn't make the reader *feel* how they would feel if you actually evocatively described those crumbling walls. I have no idea what the author was going for with this approach, but it really feels more like incompetence than intent.
