Where do these cartoonishly evil villains find their cartoonishly evil henchmen?

Ok, so Atticus Harper is a character. Is the author a fan of *Atticus* Finch from the novel To Kill a Mockingbird by *Harper* Lee? I mean who isn't?

I had this vague memory of some book I read when I was in middle school, and it was driving me insane that I couldn't remember it because I remembered so many weird details. After much searching I posted a cry for help on Stack Exchange, and somebody found it!
