The reason why the pope is not a king is that the pope is the highest church father of the Catholic Church. His role is the height of the highest priest in the world. Christianity makes a clear distinction between polity and religion such that melding the two roles of king and priest would have problems both theologically and practically.

What Christianity, and the other Abrahamic religions in their own way, did that was revolutionary to the nature of politics was to make the roles of the priest and the king separate.
The priests' and the Church's role is to inform their followers of the wisdom of God, whereas the king rules his in accordance with such a divine mandate. The king is never to be a priest lest he mimic the kings of old pagan kingships.
