Bruce is 30% done

So, I'm confused. In the 5th chapter, the main character kills his "insurgent" target. He does this immediately after leaving a bar with the target where the bartender served both of them at least 10 rounds of drinks (therefore being able to easily identify the main character). If he is trained on how to kill targets, why does he do such a sloppy job? How will the author get around this?
