We humans are in need of a very precise clock, and so made the most accurate clocks, which are atomic. But even they can fail to keep time accurately. "Relative to the atomic time scale of U.S. naval Observatory, the flying clocks lost 59+/-10 nanoseconds during the eastward trip and gained 273+/-7 nanoseconds during the westward trip...(66)" This tells me how not everything in the world is perfect, even atoms.
