Beverly Snow was a fascinating person whose faith in his own possibilities for happiness in Washington City were way ahead of his time. Francis Scott Key on the other hand, is an odd and disappointing puzzle. His early experience and writing seem to hint of promise for enlightened white men who could influence real change. What went wrong?

Washington City during this period (1830s) was unique in the country for it's mixed population of whites, black free persons and slaves, even free blacks who owned slaves. The working classes came to resent the prosperity and respectability of some free black men enjoying success in the city while they were unable to keep steadily employed. Congress finally began to see the incompatibility of democracy and slavery.
