Foreward author clarifies not only that Rosseau was apparently dealing in the purely hypothetical, but also that he only ever intended what he came up with to apply to a city-state. Fantastic.
Foreward author, despite being Rosseau's #1 fan (as expected of one writing a foreward), also admits that Rosseau's idea of the "general will" basically just sucks. Given the description of it so far, I'm inclined to agree
