I get that this is "Harley's in Gotham now because Joker War event, etc.." but are we just ignoring the cast of characters created by Connor/Palmiotti? I'm all for Harley having a cult, but a Gang of Harleys already exists. Plus I refuse to be believe Big Tony, Goat Boy, Eggy, Tiny Tina et al wouldn't have attended her funeral
