Capital Project Delivery:
Era 1: separate planning from doing, tweak stages of production trying to squeeze more out of workers - created fragmentation

Era 2: (late 1950s) trying to predict project outcomes via project management - focuses on administration of a project (COM, EVM, etc)

Era 3: shift from admin to production (mid 1990s+) stop filling out forms & concentrate on design, making, & building things
