I am really liking this. It is a little transparent with the subject of eugenics and racism and progressing society at the expense of others while hiding that progress from those who will be affected.

The plot is about as thick as that pool of nutrient Vata is swimming in.

Very intriguing. At the part where Shadow finds out Guemes has been destroyed and that Kareen thinks a Merman sub caused it. Shadow wants to discover who did it, Kareen wants to cover it up due to political implications (fuel supply, goods production, kelp restoration project —> land restoration and increase food supply).
