Kinda given up on this book. Feel like the plot has gotten a little silly/just not liking it. Disappointing when I LOVED I am Pilgrim

Losing a bit of the way with this book at the minute, the main villain is now working in one of russias secret cities. This secret city has the job of mining off earth minerals, earlier in part 3 of the book it is commented upon that the rats around the place have been transformed(likely due to some chemical exposure). Now the main villain has had the same exposure and has been transformed.
