Honestly, I think LBJ would be a better figure to demonstrate someone able to navigate complex bureaucracy to their own ends, but since that doesn’t fit this author’s narrative, it’s probably why he wasn’t chosen

The author acts like Robert Moses had influence in every city and in every national agency. That is not the takeaway I had from the power broker. I think if it were true, one would not hold Robert Moses out to be such a unique individual.
