The nation as a state is the spirit substantively realized and directly real. Hence, it is the absolute power on earth. As regards other states it exists in sovereign independence. Hence, to exist for and be recognized by another as such a state is its primary absolute right.

A constitution is not a mere manufacture, but the work of centuries. It is the idea and the consciousness of what is reasonable, in so far as it is developed in a people. Hence no constitution is merely created.
