So Sam incredibly resentful with nothing to back it up becomes Sam was badly assaulted but should 'move past it already'....this book, these characters, feel off.

That's a little of unexplained resentment.
Plus weird setup.
Plus grief, but that's kinda forgettable.

The book uses a lot of passive voice, even for something the first person narrator does. It's strange.
Also, how hard is it to keep the times straight? They are supposed to spent 8 days in the house and in the next sentence it's a month?
And we're never told what Cody did to Sam. Is the book seriously going to be like "Yelp, maybe I'm mistaken about having being bullied all my school life"?

I don't get it. Is the town gas-lighting Sam? Is the book gas-lighting me? This is kinda weird that Sam felt Cody was such a big bully all his school life and literally no one else was seeing it. Not his friends, not even his mentor and Cody's mom.

Ok, that present tense story telling us difficult, as usual. Sam, one of the M/C's acts like a 5 year old, but apart from that I am not complaining so far...
