Actually the only one that's ever penalized for crimes with German U-Boat commanders who had sunk ships with sick people on them. And they were said to have escaped only weeks later and never seen again

It's amazing to think of the dangerous chess game nations are playing during and before world war 1. Romania trying to get the best side waited until they found out which way the war was going before they decided to sign up with the allies.
