Why does he do it now?

Officer Dan and Nora seem to be close really fast and in front of Mia.

He asks about the driver, the passengers, and the survivor AFTER?!?!

She was old enough to ask her mom to explain, or mom could have seen she didn't fully understand her. Perhaps this confusion is intentional on the author's part?
Because at this point, I'm confused about “tiny breaths” vs. deep breaths, and I assume she'll explain it better. Unlike most books, the title is a big part of the book.

SPOILER: In the beginning, he is tossing off creepy vibes like, Dude, know your place! Don’t go down in a basement laundry room after a woman. Even at this point of the book, he seems suspicious because he is meant to be gone at work, but he is everywhere and also shows up outta nowhere. I believe he was part of the accident, he followed her to Miami to place himself in her path. Is his name different?
