It’s probably Mrs Spot. She was such a good shot with a gun and any mom even worried about possibly missing wouldn’t have shot the gun at the lady holding their child over a cliff

I think Haydock is one of the spies, his distaste of Carl and his patriotism is a bit much it is also convenient that he bought the previous German outpost wight as it was discovered. Possible that Mrs ORourke is also a spy
