Almost DNF'ed this at 18%. I'm glad I didn't. At 23% the story is emerging from the morass of the setup and it's looking like a decent drama.

Setup is a bit of a struggle, and I'm not seeing the benefit of the time jumping from chapter to chapter with some in the present and some in the recent past. However, that said, there appears to be a good story brewing underneath the covers.
