There is one CoG. All believers are saved under it, whether OT or NT. The difference is OT had dimmer notions of the Messiah. Bavinck uses the phrase "successive dispensations of the covenant."

Denies distinction between internal and external covenant, but then allows for two "sides" of the CoG. We dont know whos in the covenant, only God does. We should, according to the judgment of love, regard those who walk outwardly in the covenant as fellows of grace. But God will reveal all at the last day.
