There is difficulty in following the story when it is not presented in chronological order. Menon is also soft on rulers, whereas Sardar deals with them through hardball. Should have opined for more democratic and scathing integration rather than sucking up to rulers. They should have been told that either abdicate peacefully or else the masses are coming.
