Who has the right to decide what political space is legitimate?

• They reject state sovereignty as the ultimate authority

• They derive legitimacy from ideology, not territory

At the strategic level Kissinger asks:
• What kind of world does the enemy believe should exist?
• Is the conflict about power… or about legitimacy?
• Are we enforcing order—or imposing one?

This is the difference between:

• And understanding why wars persist

Kissinger is showing:

The Westphalian system brought order—but also:
• Enabled nationalism
• Justified intervention
