That...is a heck of a revelation (or three). Usually in manga, characters like that are just there for marketing and comic relief reasons. I'd grudgingly accepted that that was the sole purpose for the characters here...but NOPE. 20-some issues later, they're revealed to be integral to the plot and their existence explains some of the seeming gaps in the worldbuilding. Kudos to Ashihara.
