... the civic sphere contains a specific axis of morality that advocates the unabashed exclusion of the poor, and the other a morality that asserts inclusion of the poor by redistirbution.

In both the civic and mass spheres, groups that to some degree share the same vocabulary and cultural codes circulate discourses within their respective sphere. Nevertheless, both spheres contain diverse competing discourses and neither can be said to be a homogenous discursive place.

English ability is seen in the civic sphere as a reflection of learning and intellect; one's views are likely to be ignored if they are not expressed in fluent English. English and power are intimately linked, and people of high social status often use language to display their superiority and authority over their subordinates.

Notes: According to the participants of People Power 3 which took place around May 1, 2001, a lot of demonstrators died at the hands of the army under Arroyo. Yet I searched around the net for proof and I can't find one. Then again, the participants interviewed in Chapter 3 claimed that the media wouldn't report what actually happened during EDSA 3 therefore we can't find any news of many deaths in news outlets.

In my understanding so far, the public spheres are divided by language (English, Spanish for the elites and the people in the civic sphere and Tagalog for the mass sphere) and by media which, if you study the summarized history of mass media (newspapers, radios, broadcasting networks), shows that it is now exactly reliable and has their own agendas from the American colonization and now, profits.

Notes:

Dual public sphere consists of the civic sphere (middle class people) and the mass sphere (the poor). The elites aren't included in the public sphere.
