Josephus says that Rome was reluctant to waste to Israel, that the band of tyrannical Israeli rebel groups forced the whole to rebel.
Nero (reign 54-68 AD) appoints Vespasian to quell it, giving him three legions to lay an attack.
He says that General Titus was quite reluctant, and added that he offered terms to those leaders in the midst of their rebellion.
Following this, and 64’s fire, Nero committed suicide.
