That one section reads like Joyce dictated it aloud to someone who didn't actually speak English. They had trouble keeping up with him, so every now and then they'd write down garbled nonsense that seemed right in their non-English-speaking mind, but the general meaning of the whole is muddily clear if you just keep reading.
