More administrators mean less power of the state as well as less speed of operations; democracy is for small states, aristocracy is for medium states, monarchy is for large states; democracy is for Gods, this established form is not for humans; aristocracy based on selection is preferred over nepotistic aristocracy; inconsistencies in monarchy; taxes are low in democracy, high in aristocracy, and highest in monarchy.

Equality and freedom; the betterment of the state comes if the two extreme economical sides of the community are brought together; a state forms continuity based on the communal interests: farming versus craftsmanship, religion versus literature&information, war versus virtue; ritualistic values driving a society beneath lawmaking; sovereign body needs to be just as strong to keep the government in check.
