It's fascinating and, at times, irritating to read through the discussions that the elected officials of all of Europe (I mean all: Yugoslavia, Hungary, Romania, France, England, Bulgaria, etc., etc) had with their cabinets, over what individual policies to adopt when dealing with Hitler and Nazi Germany. Nationalisms, and egos, big or small, prevailed everywhere.
