I’m only on page 50 but so far the author has said a lot without saying anything. He keeps mentioning that the Kennedy admin did a good job at understanding that social economic factors were causing low income areas to have high crime and started community oriented policies and centers to remedy this. While it stopped short of grass root efforts and full time employment it seemed good. why was this still punitive
