I feel like if Sanderson is trying to make a direct insert of Stalin or Lenin as the "Citizen" in the novel, he misunderstands their presence. These were people that were on paper seen to be one of the people and a representative of the people. But they were deified through a mass wave of propaganda. It feels like Sanderson's perspective of authority and control are somewhat limited in this regard.
