It’s filled with mostly loyalists and some Dutch. Washington fears that without a strong navy the British could easily take the city from the water alone. Washington view New York is the most sinful city in America. Europeans noted the amount of slaves.

When a janissary misbehaves and is sentenced to death, they do so quietly so the others don’t revolt. 6000 people in the court.
