While I get trying to solve the arson mysteries earlier, Rose and Justin are forgetting the obvious option afforded by his time jump: waiting at the future scene of the crime for the perpetrator to show up, and stopping the crime then. Ya know, like how Doc Brown and Marty knew the exact time and place lightning would strike, and prepared accordingly.
