I’ve lived in small towns all my life and a population of 40,000 is considered a city. It doesn’t operate the same as a small town - rumors don’t spread as fast. I roll my eyes every time a character mentions the small town mentality. Way different kind of life. Even a town of 15,000 doesn’t have a small community in which rumors spread quickly.
