On adjacent pages, the author claims both that republicans in rural Wisconsin have not been “hoodwinked into voting for republicans by being distracted from economics by social and cultural issues” AND ALSO “that the Republican Party has been very successful at tapping into existing resentments toward particular targets”

This sounds like a culture war as a distraction from economic realities to me.
