"Writing is, and always will be, an act defined by failure." Is this meant to be funny? The only book he can get published is one explaining why he can't?

Failure is part of any process, learning what works, dealing with rejection, abandoning projects and starting anew. I won't say more right now since I haven't finished it yet.
