Back in the early years, Scrooge really didn't have much consistent characterization apart from being filthy rich. In every story he shows up, he's different. In this one he's happy to buy a huge expensive machine for his grand-nephews and everything.

Ah yes, the Super Snooper. Don Rosa hated superhero comics, and by the looks of things, I can't imagine Barks's opinion was much better.
