This seems grounded in some typical fears of its time, especially German aggression on the European stage and beyond. I'm thinking of The Invasion of 1910 by William Le Queux, and even the satire by Wodehouse called The Swoop: or, How Clarence Saved England. Plus some spy novels from when Saki put this out. The "everyday life trundles on" feel reminds me a bit of The Man in the High Castle, too.

I will read this in tandem with a Wodehouse novel called The Coming of Bill. They basically have the same title, but at the same time have different titles. This pairing just kind struck me, as I was looking through my unread books, searching for actual words matching in any two titles - and this makes a mere word match boring by comparison.
