Walton really seems to lose focus in the second chapter, where his coverage of the role British intelligence services played in their empire is overshadowed by a summary of their operations in the Second World War. Some of it will probably prove relevant later on, but it’s hard to see how most of it is relevant to his ostensible purpose in the book.
