Apparently the maxim 'laissez-faire' is traditionally attributed to the merchant Legendre, addressing Colbert in the late 1600s.
('Que faut-il faire pour vous aider?' asked Colbert. 'Nous laisser faire' answered Legendre)
But the 1st writer to use the phrase (according to Keynes) (and to use it within the context of the doctrine) is Marquis d'Argenson about 1751.
